National Farm Security Action Plan Unveiled to Take Back American Farms from Foreign Countries

The National Farm Security Action Plan, a multi-agency effort led by Agriculture Secretary Brooke Rollins, was unveiled Tuesday with the goal of preventing China and other foreign enemies from taking control of American farmland, food systems, and research facilities.
Alongside other senior officials, Rollins unveiled the proposal, emphasizing the need to combat foreign influence in American agriculture. These officials included Attorney General Pam Bondi, Homeland Security Secretary Kristi Noem, and Defense Secretary Pete Hegseth.
In addition to calling for extensive reforms to secure the agricultural supply chain, research labs, and nutrition aid programs, the plan includes a statewide prohibition on Chinese nationals purchasing farmland in the United States. To prevent criminal fraud involving SNAP payments and guarantee that American taxpayer monies remain in American hands, the initiative will also take action against abuse inside USDA's $400 million per day nutrition programs.
The Trump administration publicly unveiled the National Farm Security Action Plan on Tuesday, a comprehensive, multi-departmental strategy to safeguard American agriculture from adversarial foreign interests, primarily focusing on China. Alongside senior Trump administration officials, including Defense Secretary Pete Hegseth, Homeland Security Secretary Kristi Noem, Attorney General Pam Bondi, and trade adviser Peter Navarro, Agriculture Secretary Brooke Rollins made the announcement in Washington.
The strategy seeks to thwart what Rollins saw as an increasingly concerted attempt by the Chinese Communist Party and other enemies to infiltrate and take advantage of American farms, agricultural research, and food systems. Chinese nationals presently control over 265,000 acres across the United States, including tracts close to over 20 vital military installations, Rollins told reporters Monday, saying, "Too much American land is owned by nationals of adversarial countries."
The new regulation requires the USDA to revoke agreements with foreign adversaries and prohibit Chinese nationals from purchasing additional property. "All [departmental] agreements going to people and entities in countries of concern or other foreign adversaries are being eliminated," Rollins continued.
The new action plan comes after two Chinese researchers were charged by the federal government in June with attempting to bring a fungus that kills crops into the nation. Rollins told The New York Post, "We're keeping tabs on and are fully aware of the Michigan case, but there are others as well."
Additionally, Rollins promised to reroute all USDA research funds to support innovation and technology developed in the United States. This includes cutting off partnerships with dubious foreign organizations, like the USDA study that was made public last year that involved a researcher connected to the Wuhan Institute of Virology's special pathogens branch. When the taxpayer-funded avian flu experiment started in 2021, Sen. Joni Ernst (R-Iowa) brought it to light. Rollins confirmed the USDA's closure of the project at a May congressional hearing.
To strengthen America's biosecurity, the department will also collaborate with the Defense Advanced Research Projects Agency (DARPA). DARPA previously received a 2018 grant proposal detailing how to construct a virus similar to COVID-19, but it never received funding. The proposal referenced China's Wuhan lab.
The scope of the initiative goes beyond research and land. Rollins announced amendments to the Agricultural Foreign Investment Disclosure Act, which include significant fine increases for foreign companies that falsify or postpone land ownership reports. Violators could face penalties of up to 25% of the land's fair market value.
Rollins stated that USDA is dedicated to preventing “transnational criminal gangs” from “stealing from the poor and the American taxpayer by cloning point-of-sale devices and card skimming.” The USDA will also increase its investigations into fraud and abuse in the Supplemental Nutrition Assistance Program (SNAP). Federal funds will be withheld from retailers who are discovered to have participated in these scams.
The plan includes creating a domestic agriculture supply chain inventory, identifying weak points related to foreign adversaries, and suggesting alternatives. Several Republican governors, including Bill Lee of Tennessee, Jim Pillen of Nebraska, and Sarah Huckabee Sanders of Arkansas, joined Rollins at the announcement. Rollins stated on Monday that "the states have really taken the lead on this." "I'm excited to work with the federal government to step up and with our friends on the Hill."
Democratic leaders have already expressed interest in the project, she continued. "I'm hoping that this is a big, bipartisan problem. Our ultimate goal is to safeguard our nation, and we are already collaborating with some important Democratic governors on SNAP reforms and other issues.”
