Just days after longstanding dictator Nicolás Maduro was dramatically captured, the Senate advanced a War Powers resolution on Thursday to limit President Trump's ability to carry out additional military operations related to Venezuela. Senators decided to bring the proposal to the floor by a vote of 52–47, igniting a high-stakes conflict between the White House and Congress over control of the next stage of U.S. intervention in the region.
To allow debate on the resolution, five Republicans—Senators Susan Collins, Josh Hawley, Lisa Murkowski, Rand Paul, and Todd Young—broke with the party leadership. Trump was incensed by the vote and attacked the defectors on Truth Social, saying they "should never be elected to office again" and that they were supporting Democrats in order to make America less able to defend itself. Additionally, Trump reiterated his long-standing claim that the War Powers Act is illegal in and of itself, claiming that it wrongly deprives the commander-in-chief of authority during active operations and violates Article II.
After Trump authorized strikes against alleged drug trafficking lines connected to the Maduro dictatorship and poured military resources into the Caribbean, Democrats presented the action as a necessary check. The resolution, which was first proposed by Sen. Tim Kaine and reintroduced with support from Paul, Chuck Schumer, and Adam Schiff, would require the president to put an end to hostilities in the absence of clear congressional approval. The proposal would still need to pass both chambers in order to become effective, but it only needs a simple majority in the Senate instead of the customary 60 votes due to the War Powers framework.
The measure was backed even by several Democrats who applauded the Maduro operation. Sen. John Fetterman, who called Maduro's arrest a "positive development" for Venezuela and insisted that Congress still has a responsibility in determining what comes next, said he voted yes to keep the debate going. However, Republican leadership contended that the vote was a hazardous signal at a time when U.S. power was at its highest.

The Maduro operation has been strongly resisted by the White House, which has described it as a law enforcement effort based on a federal indictment charging drug trafficking and firearms charges rather than the first shot of a conventional war. According to administration officials, Trump's pressure campaign and oil quarantine are intended to coerce Venezuela's present government, led by Delcy Rodríguez, into making concessions while keeping more extensive military options open. Trump has stated that he is open to reconstructing Venezuela around its oil industry and linking U.S. involvement to energy production and revenues in an interview with The New York Times.

The vote suggests a larger congressional attempt to regain the power to declare war outside of Venezuela. After last year's repeal of out-of-date Authorizations for Use of Military Force related to the Gulf War and the 2003 invasion of Iraq, lawmakers are now debating similar resolutions to prevent any action against Iran or even Trump's thoughts on capturing Greenland. For the time being, the Venezuela resolution is the most obvious test to date of whether Congress is prepared to confront Trump directly on national security issues or if the president will again challenge lawmakers to prevent his actions.
