DOJ Announces Multibillion-Dollar Healthcare Fraud Charges Against More than 300 Defendants

More than 300 defendants were charged with sweeping offenses by the Department of Justice (DOJ) on Monday, allegedly deceiving people into paying for and occasionally receiving unnecessary medical care.

The defendants also tried to defraud Medicare and other taxpayer-funded and commercial health insurance programs out of around $14.6 billion, according to DOJ Criminal Division chief Matthew Galeotti.

It was the "largest coordinated healthcare fraud takedown in the history of the Department of Justice," Galeotti stated at a press conference upon the announcement.

In one set of accusations, for instance, three defendants in Arizona were indicted for allegedly conspiring to buy and distribute "amniotic wound allografts," which are skin grafts, to senior Medicare patients. The defendants reportedly profited from the practice to the tune of millions of dollars.

At a press conference on June 30, 2025, in Washington, D.C., Matthew Galeotti, the chief of the Justice Department's Criminal Division, is joined by Mehmet Oz, the administrator for the Centers for Medicare and Medicaid Services.

Although the grafts were "medically unreasonable and unnecessary," one of the defendants, a nurse practitioner, applied them to patients, according to the indictment. According to reports, the nurse used them on hospice patients who were near death, including some who were just a few days away.

Galeotti pointed out that, although that particular medical procedure is normally non-invasive, it was part of a $1 billion healthcare fraud operation that denied individuals "dignity and peace" in their last days.


"That conduct is exactly as callous and disturbing as it sounds," Galeotti stated. "These healthcare professionals were trusted with the lives of patients and their families. They fell prey to complex criminal schemes rather than obtaining care.”

Skin grafts are an "emerging area" of healthcare fraud, according to a DOJ source who was asked by Fox News Digital about the practice, especially given the significant amount of money that they can bill for, sometimes in excess of $1,000 a square centimeter.
