D.C. Forced to Comply with Federal Immigration Law with Bill: The District of Columbia Federal Immigration Compliance Act

The first official step toward reestablishing safety and order in the nation's capital was taken Thursday when the House passed legislation mandating that Washington, D.C., follow all federal immigration laws, rescinding the district's sanctuary policies.
With 11 Democrats voting with Republicans, the District of Columbia Federal Immigration Compliance Act passed 234–194. The measure requires complete collaboration with ICE and DHS immigration enforcement and nullifies D.C.'s sanctuary policy. It is one of three measures centered on D.C. that are based on Trump's "Safe and Beautiful" plan for the nation's capital.
The U.S. House of Representatives approved the District of Columbia Federal Immigration Compliance Act of 2025 on Thursday, which mandates that the District of Columbia comply with all federal immigration laws and end its long-standing sanctuary policy. A bipartisan vote of 234–194 passed the law, with 11 Democrats voting in favor of it.
By expressly addressing Washington, D.C.'s longstanding opposition to federal enforcement efforts, the legislation represents a blatant attempt to codify a key component of Trump's immigration policy. In his first year back in office, Trump established the D.C. Safe and Beautiful Task Force to oversee compliance after previously criticizing the district's approach to crime and illegal immigration.
Virginia Foxx (R-NC), chairwoman of the Rules Committee, stated at a hearing earlier this week that the D.C. City Council has a history of ignoring federal officials, including Immigration and Customs Enforcement. "As the nation's capital, the District of Columbia should serve as a stern reminder that it is not acceptable to harbor illegal aliens or impede federal law enforcement's efforts."
Now that the bill is in the Senate, it must contend with the 60-vote filibuster threshold. Nonetheless, Republican leaders think the proposal has a chance to pass because several Democratic senators are running for reelection in swing states.
As a result of Trump's renewed executive focus on reestablishing order and sovereignty in the nation's capital, this bill was one of three bills aimed at D.C. that were advanced this week. The House approved both the Protecting Our Nation's Capital Emergency Act, which received 30 Democratic votes, and a prohibition on noncitizen voting, which received 56 Democratic votes, on Tuesday.
House Republicans acted quickly to protect D.C.'s voting integrity and enforce immigration law, but they blocked a bill that would have addressed roughly $1 billion in budget cuts to the city. The bill cleared the Senate unanimously but has not yet been put to a vote in the House.
Although no timeframe has been provided, Speaker Mike Johnson (R-LA) has pledged to take up the financing bill "as quickly as possible." However, Thursday's vote highlights the House's wider commitment.
