President Trump Vows to Give Every American $2000 in Tariff Dividends

As a reward for his expansive trade policies, President Trump declared on Sunday that every American would get a $2,000 "tariff dividend." Trump noted record-breaking economic gains under his leadership and said in a Truth Social post, "We will pay a dividend of at least $2000 a person (not including high-income people!) to everyone." With the help of trillions of dollars, we will soon start to pay off our enormous debt. "Those who oppose tariffs are idiots!" he tweeted, adding that tariffs had contributed to historic growth in 401(k)s and "No Inflation."
The announcement comes after the Supreme Court questioned Trump's use of the International Emergency Economic Powers Act's (IEEPA) emergency powers to impose tariffs. The ultimate ruling by the Court could determine the continuation of Trump's "trafficking" and "reciprocal" tariffs, two crucial tools in his trade arsenal. According to U.S. Customs and Border Protection figures, such actions alone have earned around $90 billion of the $151 billion in total import tariffs collected this fiscal year.
During ABC's This Week on Sunday, Treasury Secretary Scott Bessent defended the program, speculating that the "dividend" would not be in the form of a check but rather tax relief. Bessent clarified that the $2,000 dividend might take several different forms. "It might just be the tax cuts we're witnessing." Bessent projected that annual tariff collections could surpass earlier projections by as much as $500 billion. Approximately $464 billion was spent on pandemic-era $2,000 stimulus checks, according to the Committee for a Responsible Federal Budget, which recorded $151 billion in collections from April to October.

Although those powers are more limited and difficult to use, the administration may turn to other authorities under Section 301 of the Trade Act of 1974 if the Supreme Court eventually invalidates his use of IEEPA. The administration should make a decision by June. Trump is making his case directly to the public in the interim by portraying tariffs as a patriotic investment that will benefit American families in the long run rather than as a tax.
