President Trump Ends Clinton-era Federal Job-Training Program for Illegal Aliens

The Department of Education under President Donald Trump declared on Thursday that it will discontinue a Clinton-era provision that let illegal aliens enroll at technical and professional schools with public dollars.

The Department of Education rescinded a 1997 Clinton administration interpretation that allowed illegal immigrants to receive federal monies for professional and technical education. Education Secretary Linda McMahon asserts that the United States should reserve taxpayer money for lawful residents and citizens. The new interpretation will go into effect on August 9, 2025, in response to President Trump's executive order in February that ended subsidies for illegal aliens.

Implemented under President Bill Clinton, the provision permitted illegal aliens to enroll in taxpayer-funded vocational, technical, and adult education programs is being formally revoked, the Department of Education stated Thursday. In a 1997 Dear Colleague Letter, the Clinton administration interpreted the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) as exempting certain programs, which allowed illegal aliens to receive federal cash.

The Education Department is now changing that approach under the Trump administration. The Department informed postsecondary education providers that they will have to confirm participants' eligibility for these programs and that they can no longer operate under Clinton-era standards.

"Federally funded postsecondary education programs should benefit U.S. citizens, not illegal aliens," said Education Secretary Linda McMahon. "Hardworking American taxpayers will no longer be responsible for paying for illegal aliens to take part in our adult education, technical, or career programs or activities under President Trump's leadership."

The Department attributed the shift to President Trump's executive order on February 19, which terminated taxpayer funding for education initiatives for illegal aliens. By establishing "artificial distinctions between federal benefit programs based upon the method of assistance," the Clinton interpretation, according to the administration, misrepresented PRWORA and undermined the law's intention to limit benefits to U.S. citizens and permanent residents.

On August 9, 2025, the new interpretation will go into effect. The change in policy is the most recent in a series of steps taken by the Trump administration to end what it claims is unlawful favoritism of non-citizens in the educational system. The administration revoked nearly $7 billion in federal grants for English as a Second Language programs on June 30 and has sued states that provide in-state tuition to illegal aliens recently, claiming the funds are being used to support illegal aliens and further a radical left-wing agenda.

By reversing measures that opponents claim encouraged illegal immigration and pushed opportunities away from citizens, the action demonstrates President Trump's larger efforts to guarantee that American taxpayer resources are prioritized for American citizens and legal residents.
