Former Top Biden Aide Admits Using Biden’s Direct Autopen Signature on Key Documents

While she was authorized to direct autopen signatures on critical documents, Neera Tanden—a former top Biden aide—confessed to Congress that she was unaware of who granted final permission. Her testimony is being made at a time when former president Biden's mental capacity and the use of electronic signatures for official acts are under increasing scrutiny.

The House Oversight Committee heard testimony from Neera Tanden, who said she oversaw the use of autopens but was unaware of who in Biden's inner circle had given the go-ahead. Official memoranda and pardons were signed off on by her using an inherited approval mechanism, and she claimed to have had "limited interactions" with Biden. Tanden answered "no" to every name given when asked whether she had discussed Biden's health with anyone.

Former Biden senior advisor Neera Tanden testified before a closed-door audience of lawmakers on Tuesday, moving the House Oversight Committee's probe into the president's use of an autopen (an automated signing instrument) forward.

A person privy to the lengthy evidence claims that Tanden asserted her power to authorize the president's use of the autopen to sign memoranda, pardons, and other documents. The person who ultimately provided the go-ahead to use it was someone she confessed she did not know.

The approval procedure was passed down from one administration to another, according to Tanden, who was Biden's staff secretary and senior counselor from 2021 to 2023 and then the director of the Domestic Policy Council. According to her, she would inform Biden's inner circle of decision-making but had no idea what happened next or who signed off on them.

I recently had a conversation with the House Oversight Committee, as well as the Majority and Minority Council. "It was a thorough process," Tanden told reporters after the hearing, adding that he answered all of the questions and was pleased to explain his public service. "I am relieved that I was able to address everyone's inquiry."

When asked if anyone had tried to conceal Biden's mental or physical illness, Tanden said, "Absolutely not."

Legislators raised concerns about Biden's health after his poor debate performance last summer, and they also questioned Tanden about it. A source said that Tanden said "no" to every name on a list of high-ranking officials with whom she might have discussed the president's condition.

As Republicans on the Oversight Committee step up their investigation into the president's fitness to serve, Tanden's visit is the first in a series of scheduled interviews. The subpoenaed Dr. Kevin O'Connor, who served as Biden's physician in the White House, will next be called upon to testify. Former top aides Annie Tomasini, Jill Biden's longtime confidant Anthony Bernal, and Ashley Williams, who handled operations in the Oval Office, are also expected to testify.

Republicans on the committee are also trying to get Biden's former chief of staff, Ron Klain, and communications adviser, Anita Dunn, to testify.
