State Citizenship Lists: The Secretary of Homeland Security and the Social Security Administration will compile lists of confirmed U.S. citizens eligible to vote. These lists will be sent to States at least 60 days before an election.
Secure Ballot Envelopes: The Postmaster General must initiate rules requiring all mail-in ballots to use secure envelopes with unique Intelligent Mail barcodes for real-time tracking.
Restricted Ballot Transmission: The USPS will only transmit ballots to individuals listed on specific "Mail-in and Absentee Participation Lists" to prevent the distribution of ballots to ineligible voters.
