Somalia's ambassador to the UN is linked to a U.S.-based health care company that has already come under federal scrutiny for Medicaid fraud, the Department of Health and Human Services announced Monday. This information adds another level of intrigue to the growing fraud scandal that is focused on Minnesota and the state's management of taxpayer-funded social programs.
In a post on X, Deputy HHS Secretary Jim O'Neill revealed the discovery, stating that federal officials confirmed public reports that Abukar Dahir Osman, the current president of the UN Security Council and Somalia's permanent representative to the UN, is connected to Progressive Health Care Services, a home health agency located in Cincinnati that HHS had previously taken action against after a Medicaid fraud conviction. O'Neill's remark was part of a larger enforcement campaign that followed HHS's December announcement about strengthening federal payment controls after discovering that Minnesota had diverted millions of dollars to fraudulent entities, including daycare and health service providers.
O'Neill stated, "I can confirm public rumors that Ambassador Abukar Dahir Osman, President of the Security Council and Permanent Representative of Somalia to the UN, is in fact connected to Progressive Health Care Services, a home health agency in Cincinnati." "HHS has previously acted against Progressive after it was found guilty of Medicaid fraud."
The revelation comes after months of growing scrutiny of Minnesota's Medicaid and childcare subsidy management, partly due to a widely shared study by YouTuber Nick Shirley. Shirley recorded many trips to several alleged Somali-run childcare facilities around the state in a 43-minute film, all of which seemed deserted during business hours despite being funded by the government. A second investigation from local broadcaster KSTP-TV revealed that state inspectors issued 95 citations to one institution, the Quality "Learning" Center, between 2019 and 2023.

Democratic Governor Tim Walz has come under heavy fire from critics for letting the issue worsen. Critics said, "Tim Walz is 100% responsible for massive fraud in Minnesota," claiming that state authorities were forewarned but chose not to take action. During an interview on Meet the Press on November 30, Walz himself admitted the problem, telling NBC News that Minnesota "attracts criminals."
