Authorities accuse two foreigners of plotting to target a dissident on American soil and smuggle American military equipment into China.
According to federal authorities, John Miller, a British citizen residing in the United States, and Cui Guanghai, a Chinese national, tried to export military-grade technology unlawfully to China, including drones, cryptography devices, and missiles. The two men allegedly planned to install tracking devices, damage property, and destroy artwork critical of Xi Jinping for Chinese dissidents in the United States.
Both are awaiting extradition after being detained in Serbia in April at the U.S. government's request; if found guilty, they could spend decades behind bars on federal conspiracy and arms trafficking charges.
Chinese national Cui Guanghai, 43, and British citizen John Miller, 63, who lived in the United States, allegedly plotted to acquire and unlawfully export American defense equipment to China, according to court filings. These comprised extremely sensitive cryptography devices, drones, missiles, and an air defense radar system.
According to the prosecution, Cui started collaborating with Miller and other individuals as early as November 2023 while working on behalf of the Chinese government. However, two of the people they collaborated with were FBI undercover agents. Cui and Miller are accused of discussing several ways to smuggle the cryptography device out of the country in their communications, including hiding it inside a blender, motor starter, or small electronics to evade detection. They also considered using Hong Kong to ship the gadget. Reports indicate that they made a down payment of $10,000 for the illicit transaction.
The indictment also claims that the two tried to intimidate a Xi Jinping critic in the United States by enlisting people to follow the target, cut the tires of their vehicle, install a GPS tracker, and demolish anti-regime sculptures made by the dissident.
"The defendants targeted a U.S. resident for exercising his constitutional right to free speech and conspired to traffic sensitive American military technology to the Chinese regime," said Todd Blanche, Deputy Attorney General. "This is a blatant assault on both our national security and our democratic values."
