In a major development for military personnel discharged over COVID-19 vaccination policies, the U.S. Department of Homeland Security (DHS) announced on Monday the reinstatement of 56 members of the United States Coast Guard. A Shift in Policy: From Mandate to Reinstatement

The timeline leading to this decision is complex. On August 21, 2021, the then-Secretary of Defense under the Biden administration, Lloyd Austin, issued a mandate requiring all service members to receive the COVID-19 vaccine. This requirement was subsequently met by a similar mandate from the Coast Guard. However, these mandates were eventually rescinded, first by the Department of Defense on January 10, 2023, and then by the Coast Guard the following day, January 11, 2023.

The current administration, led by President Donald Trump, took formal action early in its term. On January 27, 2025, President Trump issued Executive Order 14184, which directly paved the way for reinstatement opportunities for service members who had been discharged specifically for refusing the vaccine.

The Path to Reinstatement: What Comes Next

Acting upon President Trump's Executive Order and a formal recommendation from Secretary Noem, a three-member panel from the Board for Correction of Military Records of the Coast Guard voted to reinstate the 56 members.

This decision ensures that the service records of each reinstated member will reflect a period of unbroken and continuous active service, from the initial date of their discharge due to the vaccine policy until their return to duty. Additionally, in compliance with Executive Order 14184, these individuals may be eligible for a range of restored benefits, potentially including back pay, allowances, bonus payments, rank, and seniority in grade, with specific determinations to be made by the Coast Guard.
